VK destroys the encoding of the file. What coding to put?

I am writing to the file with with, using the utf8 encoding. I open a text document from a folder - everything works and the Russian text is read, and if I upload this file to VK using the bot and download it from there, then everything is no longer readable. How to be? Maybe use a different encoding?
