VK API what is meant by "user" in the documentation?

API methods (with the exception of methods from the secure and ads sections) can be accessed no more than 3 times per second on behalf of one user.

Above you can see a quote from the official VK API documentation. I am interested in the question - what exactly is meant by "on behalf of one user". One ip or one token for different users will also be considered as 1 user? I just wanted to create an eternal token that will be used by all clients on the site and you need to know whether a captcha will come out with this approach or not.
