I myself have been fiddling with this for a long time and could not think of anything better than uploading a photo to the group's album, and from there attaching it to the wall. But now, literally on my knee, I came up with an algorithm that, in theory, can work.
If you upload a photo using the methods photos.getWallUploadServer -> photos.saveWallPhoto , as you do, then the uploaded photo is still added to the album of photos from the wall (vk.com/album- 12345 _00 - bold changed to your community ID). And she is there on behalf of the community. I suppose that in this case, you need to use the photos.get method to get the ID of the last photo and attach it to the post.
