vk-api/python | how to translate a photo by URL into the form photo(owner_id)_(media_id)?

My task is to make the program, receiving a URL as input, return information about the photo in the format photo(owner_id)_(media_id), BUT without first downloading the photo to the computer. Is it possible to implement this?
