VK API long poll. How to handle message flags (event 4)?

Problem such: it is impossible to define, the outgoing message, or not.
The help says that all flags are summed, and all numbers are even, and the outgoing code is +2. On examples, the result is 35, 45.
Hence the question, how to determine whether it is outgoing or not?
