Some peppers are already selling a "live" community cover update service, which means there is a solution. I haven't found
an API method yet either. In the section about uploading pictures about the cover, they also do not write yet. I'll write a question in TP VK.
upd . there was a "crooked" solution that simulates user actions in the browser. This will not last long, and sometimes they are punished for this, but as a private decision, it may turn out to be useful for someone.
