Visual Studio permanently removes files from the site when transferring a file to a text document. Has anyone come across?

I don't know if this is a bug or a feature, but Visual Studio permanently removes files from the site when transferring a file to a text document.

If you connect a website as a project (Solution \ Add \ Existing Web Site), and then open a text document and drag any file from the project into it, then a link of the form will be inserted into the text document, for example, localhost:49861/HtmlPage1.html , and the original the file on the server will no longer exist.

Restoration by file system no longer sees it. Other previously regularly deleted files are seen and restored, but the transferred file is not seen, as if it never existed (tried to restore using Recuva).

Has anyone encountered such a situation? Is there any way to restore it??

UPD. Relevant for VS2019.
Where it all came from: if you edit the scss file, then you can use the mouse to make inclusions on other scss files. The same principle works with other types of files, such as js. But such an epic fail occurs with a text file.
