Visual Studio and/or Rider 32 bit possible?

I want to put Rider Or, in extreme cases, visual studio on my tablet under Windows, but there was a problem in the form of the fact that Windows 8.1 32bit is installed there and you can’t install 64bit (because it’s UEFI32)

However, for some reason I can’t install these IDEs because the first one just ignores the launch and the second one just shows an error...

The question is: Is it possible to bypass this in some way, and still put at least one of these two ideas?
