Visual graph construction?

Good day!
A simple web-based document management system is being developed.
As part of this project, to set the document approval chain, I would like to find some kind of lib (flash or javascript) that, using drag & drop, will allow you to build such graphs. The node of the graph is the user of the system.
Please give me a hint.
PS Not really, but I really liked the Scratch project

Well, with the connection functionality - jsplumb.org/jquery/draggableConnectorsDemo.html There are a lot of demos, a cool thing, it worked itself.
