Virtual machine under FreeBSD without X, supporting VMWare images

The ultimate goal is to monitor the network with The Dude with just one FreeBSD server with no Xs.
Dude was originally written for Windows, with a creak it is put on Linux under wine, and also has a distribution kit for their own RouterOS. Hence the idea - to put RouterOS on a virtual machine under FreeBSD.
The performance of the Dude server under RouterOS installed on VMWare has been successfully tested, it remains only to find a virtual machine under FreeBSD that does not require X-s and very desirable supports images from VMWare.
Has anyone come across this?
Maybe there are other ideas to achieve the goal?

Virtualbox will do. It is assembled without x, you can use phpVirtualBox to control it .

Successfully raised qemu on freebsd. She worked steadily. But that was two or three years ago, I can’t say what state the project is in now.
