Video surveillance. What analog-to-digital converters would you recommend?

Requires a converter for the landing camera. Converter for video signal transmission to ethernet. I am looking for the most successful and inexpensive option.

This requires a video server (video encoder). An example of inexpensive used ones: AXIS M7001, D-Link DVS-310-1, etc.
This is in case the signal is from an ANALOGUE camera.
If an AHD, HDCVI or HDTVI camera, equipment released a few years ago will not work, even if it looks exactly the same.
