Why can't video frames be saved as a sequence of points (for example, resolution 720x576), if it is possible, how is it done?

if you save frame by frame - yes, but the picture or sequence must be saved programmatically, that is, write down the frames in the programming language (expanding the points), and the video sequence itself. Resolution can be lowered and color depth. I'm just interested in this method of saving video against the standard one (any codec). If the video is described as text, then it can be highly compressed if the assumption is correct. sorry it's confusing.
