Video communication with site visitors, what tools to use?

We have 10 ip-cameras and 10 managers....
And so they asked to make it so that the user could click on the button on the site and contact the manager using his microphone and webcam, communicating like in a chatroulette. To be honest, I just can’t even imagine the technology by which this can be organized. Who came across - tell me, please, in which direction to dig?

IP cameras need a separate server, in the year 2010 I made a system for broadcasting a TV channel via IP for cable operators. I don’t remember exactly, but the signal can be received by either 5 or 10 clients. If you need more, then the signal should initially go to the server, and from there "multiply" to clients. Back in those days, there were services for broadcasting from IP cameras (there was a rutub there, since then it has changed, now I don’t know.) In short, see either services for online broadcasting, and from there drag the player codes, or put your server under it. Internet connection is also very important, ideally - dedicated optics, but it is VERY expensive.
For chat, you can get by with much less blood by purchasing Live Chat services with video and simply pasting the chat code into the page. The first thing I found in Google was tokbox.comhere in the presentation there is like a video, here's another www.gochat.us
