Viber works directly only with large players, so if you are not ready to generate at least a six-figure number of messages monthly, Viber will still send to aggregator partners.
Counter spam is arranged as follows: if a certain percentage (not very large) of users clicked the "block" button after receiving the mailing, then the service is blocked. Therefore, it is useless to spam at random numbers - they will quickly block them.
