So I installed the VESTA panel. As I understand it, Apache has some standard settings. Only now I cannot find such parameters in the config as, for example, ServerLimit, MaxClients, MaxRequestsPerChild.
Or is it the default. to use all the resources of the machine?

It's just the default settings. You have to customize everything to suit your needs. And various limits, and the same mysql, and much related to security. Yes, and it does not interfere with installing various additional software, which the socket does not even know about ...
Installing a socket (any, not only vesta) has very little to do with a reasonable setting of the server for a specific task / conditions, and does not replace it. It only partly helps to connect the software it serves together, and to be able to somehow run arbitrary web applications out of the box, as well as get a web interface for the end user, and nothing more ...
P.S. Vesta is a bad choice.
