I am preparing for one certification and found that there are many "dumps" and almost all in VCE(Visual CertExam Exam File) format.

I did not find on the Internet how to read this encrypted binary format. Just open with a paid utility and convert to pdf. But after all, these many sites that offer "dumps" of various certificates somehow read this format. How?
