Vagrant private network and rails server?

I use Vagrant with generated config on puphpet.com. Virtual machine - Parallels with Ubuntu 14.04. There is a configured nginx, which is available via ip 192.168.58.107 from the host machine. All OK.
I started learning about rails.
But I can't reach port 3000 from the host machine. Always getting

curl: (7) Failed connect to 192.168.58.107:3082; Operation timed out

It looks like something is missing somewhere. I can't figure out what's wrong. Need help)
Port forwarding is:

    default: 22 => 7877
    default: 3000 => 3082
