UTF-8 encoding for Lithuanian characters?

How to set encoding for *.cshtml files, in theory UTF-8 BOM?
Now in my head title there are incorrect characters like ParaiÅka , but it should be "Paraiška"
I tried to add various meta titles to the index file. Also registered and added
to Web.config Did not help.
