Users can't change password in win8.1, anyone knows how to solve?

Given:
Windows 2012 R2 domain, a number of Windows 8.1 Media Center clients
The essence of the problem:
When a user's password expires, the system asks to change it. The old password is entered, a message pops up stating that now it will be necessary to enter a new password, the user presses "OK" and again gets into the menu for entering the old password. If you reset the password through AD, then on the user side we get the same vicious circle. If in AD, by hand, set any password, then on the client side it is perceived as new (as it should be) no one knows how to solve this problem?

Is it still failing because users are creating a new password that doesn't meet AD policy requirements?
