The bot handles callback api events. I want to add a VK bot so that it greets the user depending on the time of day . Is it possible?

It’s impossible, I worked with the VK API, but I don’t remember such a method for them. If you think about it, then VK itself most likely does not know the true time of the user by 100%. You can change the time on PC. And from the phone - I flew to Vladivostok, but I didn’t change the time on the phone - there will also be an error.
