User does not see the database?

There is mysql in which there are several databases with different users. Created a new database from root and user for this database. I gave the user ALL PRIVILEGES to this database , but he still does not see it. And I can't create a database as a new user, or a new user should have been given grant all ... but will these be two super users then?
