Use Firebase as SMS Authorization Service?

Firebase provides the ability to authorize by phone number. Is it possible to use it separately as a service for sending SMS for authorization in a mobile application, for example, through the REST-API?
Those. I want to communicate with Firebase from the side of my server, and not embed the firebase-auth-sdk into my application. Is it technically feasible? And isn't it prohibited by Google's rules?
