Hello. There was the same situation. I tweeted them @UpworkHelp, saying that the verification passed, and the account was blocked, what to do and who to call. They answered me quickly enough and asked me to send them the userID and email (via private messages). Then they wrote that an internal investigation was underway on my profile. After a while, upwork'a support opened a ticket itself. After 3-4 days, they asked me for documents (passport and bank statement / utility bill (there should be an address and your last name)). After another 4 days, they asked why I logged into an account from different countries, I had to explain for vpn. And after another 2 days, the account was completely unblocked.
