There are only three options that can interfere with the order in which policies are applied by default - No override, Block Inheritance, and Enforce Policy.
In this case, the No override option is suitable, which allows you to apply policies regardless of other policies that override it.
Like as lower politicians redefine higher. That is, if you have one policy in the OU, and you put a competing policy in the OU nested in it, then it will overwrite the top one. Otherwise nested OUs lose their meaning.
