Up-to-date and complete wordpress documentation. Where to download (for offline)?

For jQuery, for example, there is jqapi, tons of pdf, chm, archives of linked pages, etc. Doesn't matter.
Primary googling did not give anything adequate (I'm sure I didn't search well)

At least I haven't seen one. There is only an online version:
codex.wordpress.org
But if you use the NetBeans IDE, then when working with a theme and customized hints, after scanning the files, the IDE will be able to show and suggest parameters and function descriptions for you.
