If the file is not packed with anything, then you can fix it with a hex editor. Otherwise, unpack, fix and pack back.

To begin with, the dump needs to be divided into sections, and this requires markup. The markup can be seen at the very beginning: in the bootloader configuration (Uboot). Of course, it's better to mess around with the whole thing live through the console (RS232) - enter the command line of the bootloader. Although the address can be compiled into software, and the software is compressed.

PS I picked a Chinese DVR on a Hi3520D chip, which has a similar firmware with some cameras.
