Unilateral change in the conditions of the SvyaznoyBank debit card?

Who thinks?
There was a service charge that was not in the contract.

Is this all absolutely within the law?

The contract must be read carefully. Surely there was something like “set by the bank's tariffs”, “according to the rules for the provision of services” ...
Almost like in all long-term service agreements, starting from mobile communications. And everything that sales managers say is from the evil one.
On the part of the company, it is simply not profitable to enter into contracts with individuals for a long time without the possibility of a painless change in content - especially in our unstable conditions.
From the client side, this is certainly disgusting. It's good to be notified.

Hello!
Before issuing a card, the client has the opportunity to familiarize himself with the terms of service. At the last stage of issuing a card, you sign an application. The client's signature means acceptance of the card, Tariffs and terms of service.
Based on clause 2.8.1. of the General Conditions for Servicing Individuals at Svyaznoy Bank (CJSC): "Unless otherwise provided by the sections of the General Conditions, the Bank has the right to unilaterally amend and / or add to the General Conditions, Tariffs and Conditions of Deposits (for newly concluded Bank Deposit Agreements)".
Dear client, in order to preserve the history of correspondence with the Bank, please do not delete the postal identifier, which is located below the signature of the Bank.
If you have any additional questions, you can contact the Customer Support Center of Svyaznoy Bank (CJSC) 8-800-100-00-05 (toll-free round-the-clock line for all cities of Russia).
