Under what conditions does the smartphone ask for permission to access via adb?

There is a strange situation: one and the same bunch of smartphone-PC, without any other extraneous devices / PCs / users and other things. Connects via the same cable to the same USB port.
And as a result, sometimes a dialog appears on the smartphone screen about allowing access to the device from this PC. What the hell is this?

I have once a month or two weeks. I won't say exactly. This is a type of protection. Access is not given forever, but for a rather long period.
