Unable to connect to site. What could be and how to fix it?

When trying to connect to the material.angular.io site, it says "Unable to connect to the site."
Turned off Windows firewall, antivirus - does not help. When I distribute mobile Internet to a laptop - the site opens, all the rules, when I try to connect through my home network - it displays this message. Suspicions fall on the provider or the router, who knows how to check this and what can be done about it ?? Tell me please...

See what IP it resolves to and if it is on the list of blocked RKNs.

or
tracert material.angular.io
if you have Windows.
It will immediately become clear
PS: Look in the /etc/hosts file (well, or where it is located, hosts ) maybe there is a redirect
