Unable to connect to db?

Hello everyone, there was a problem with the deployment of the application. There is a postgresql database, which I added to heroku, took the connection data host, name .....
There is a problem with pg_conf, I have googled many times, found some solutions, but the connection error still remains. I wanted to know if this is happening because the server and client parts work locally, can the server itself also be moved to heroku?
