Brief background:

In 2005, he moved from Russia to the territory of Ukraine for permanent residence (with the preservation of Russian citizenship). In 2008, the passport of a citizen of the Russian Federation expired (since I was 18 years old). According to the law of the Russian Federation, in order to obtain a new passport, it is necessary to have a permanent residence permit on the territory of the Russian Federation. In my case, this is not possible, so to this day I do not have an “internal” passport. I am also not going to change citizenship (I still live in Ukraine on the basis of a residence permit).

The essence of the problem:

Until ~2008, he carried out WMZ / WMU withdrawal operations using third-party services (in the common people “exchangers”). But then Webmoney changed the requirements for "exchangers" so that exchange / withdrawal services were provided only to Webmoney users who uploaded color "scans" of their passports to Webmoney servers. At that time, my "internal" passport of a citizen of the Russian Federation had already expired and had not been validated in Webmoney. However, the “scan” of the residence permit (also uploaded to the Webmoney server) was validated, which is enough for UkrGarant to display the WMU.

Until recent eventsThis opportunity (output only WMU and only through UkrGarant) was enough for me. But now, due to the fact that the withdrawal of WMU is suspended indefinitely, there are big inconveniences. Not a single "exchanger" still "does not want" to carry out the operation of withdrawing any title units. To the question of Webmoney support what should I do and what documents can I provide - I get a monosyllabic answer "Residence permit cannot be considered as a passport."

Does anyone have any idea what can be done in this situation? I will be glad to any advice.

Only I never had an internal passport of the Russian Federation, by law you have the right to use a residence permit just like a citizen of Ukraine with a passport, the only right way out is to hammer webmoney support, since they simply did not consider your question carefully, you are a resident of the country, and your rights in this regard are equal to the rights of citizens of the country of which you are a resident.
