The problem is:
Ubuntu does not want to install programs. He says - "Unreliable source" ...
When I try to connect new sources, I write "Error loading information about application sources"
I sin on the "school filter" - NetPolice-ISP!
He also cuts Habr. At the same time, GT - filtering passes :)))))
How to check what is the reason and get around if the problem is in the filters.

Try replacing the host in souces.list with mirror.yandex.ru.
