Trouble with Linux (kali): how to restore default settings?

Something unusual happened... did the usual sudo apt-get update && sudo apt-get dist-upgrade -y (never had any problems) and almost at the end everything closed, gnom rebooted, but only the background colors of the menus are visible and that's it. There is no text and icons (none). Although everything opens (not for a long time) and flies to the login and password input screen. The free space was 16 GB (updates were 1.5 GB), Kali is the second OS (by the way, grub was updated ... and became "blue"). Official repositories, did not add others. In short, is there a way to reset everything to default settings?
ps The version via the terminal does not re-update - it crashes immediately to enter the login (as when the screen is locked). It is possible to enter recovery, but in this mode it does not see the Internet. How to be?

ps added a new user, sudo rights - the result is the same, only the desktop background is blue (default) Also, when you open any thing, 2-3 seconds and throws it to the login screen.
P.S.S. on the left in the menu, everything is at the top, but not visible. That is, if you click (no matter what), it will open for 2-3 seconds and will switch ...
Actually, I update the question: how to demolish linux then (I repeat, it is the 2nd system one, 1 - Win7). - Formatnut? Or is it better to format it directly through win and install it on a blank disk?

I’m writing from Kali)
on the login screen, I launched a console (like alt + f2)
and entered the following method (scientific - with a finger to the sky)
: dpkg --configure -a
(I didn’t want to download new updates - because I had already downloaded the "new" one, which ruined everything for me)
the procedure went above, I cursed a couple of times on CRYPTSETUP,
then on postgresql (supposedly you need to manually install the new version) and on
privoxy (supposedly downloaded the file and replaced it with a new one or not).
After the procedure - reboot. Grub became normal, with a dragon) and everything else started up and works fine (sort of).
* here the screen should be * but for some reason again writes an error - supposedly I can’t upload (
in general, there was no reinstallation. Thanks to everyone who responded.

To begin with, I would create a new user and check the work under it. If everything is fine in the new user - most likely there are problems with the old user configs. Rename /home/user/.config and try to login. You can, of course, start right away. If it worked out, we drag the pieces we need from the old config, such as the browser profile, into the new config.
