The question of such a plan.
There is a TV - https://www.samsung.com/ru/tvs/uhd-4k-tv/tu8000-85...
There is a USB port and the TV is connected to the local network
Purpose - Remote launch of movies or remote upload of movies to USB storage and playback directly from it.
I will be glad to all solutions.

Search for a player with a web interface.
Tizen is not a specialist, for Android there is Kodi with plug-ins for remote control via the web.
Since you didn't write anything about autorun when you turn it on, we will assume that the task is simply to start playing the video when it comes to mind.

And why upload the whole thing if there is the same Torrserve, which pulls the entire movie from the torrent file without downloading it.
Or install HTTPAceProxy on your computer, upload torrent files to the films folder and in your grid on any device, through any IPTV player, watch according to the list:

I have HTTPAceProxy deployed like this at home.
