Traffic optimization - how is it done?

In the city where I live, there are traffic jams during rush hour. It is clearly visible that the traffic lights are set up incorrectly, well, and some other things are done incorrectly. As far as I understand, there is no unified management system.
How is traffic optimized today? Are there any works / manuals / books on this topic, tell me? How difficult is it to make a project yourself in order to offer it to the municipality?

First you need to collect statistics (how many turn, how much straight, how long they stand in which directions). Then think about what to do (adding additional sections for turns, increasing the number of lanes from which left / right turns are allowed, etc.) But I think that the traffic police themselves are aware of the problem and think what can be done :)

Similar systems exist (for example, IBM Smarter Cities, read about them in local news), the problem is in the cost and complexity of implementation, because. if you do, then you need to immediately connect the entire city, a lot of things to change, update, etc., and this is extremely expensive and difficult. The order of implementation cost is tens to hundreds of millions of dollars, depending on the size of the city.
