Tools to implement View for an embroidery application?

How can you implement a View with the following requirements:
- a grid with cells of the same size
- in each cell an image + possibly an image on top of several cells
- scroll right, left, up, down
- zoom in / out

Either Grid View or custom View and draw grid and pictures on canvas.
