Tomcat standard libraries in IDEA 14?

Good day.
I can't deal with this problem. In IDEA 14, after creating a module (Web Application), I start writing a scriptlet in jsp. Auto-substitution perfectly sees standard jsp objects (out, session, etc.). But he does not see their methods until manually adding servlet-api.jar and jsp-api.jar from tomcat-a to the module.

Is this normal behavior? If not, what is the problem?
