To whom to sell sites?

It's about market segmentation. I conditionally create sites in the price segment up to 20 thousand rubles.
Also sites with a monthly payment, for those support, the development itself is free. Price ~ 2000 rubles per month per client.
I can’t choose my audience, does anyone need sites if they are not promoted in seo, they don’t set up ads?
Calling a cold one is not scary, writing on forums is possible, but I can’t understand who needs them. And this is a problem.

What do you pay 2000 a month for?
Just wondering what motivates you?
About 5 years ago, your system of 20,000 and 2,000 would have failed.
Now - you do not stand out from the crowd of hungry developers who are still hungry for dough.
There are almost no customers in this price segment.
Some of the clients are enough to promote social networks or website builders and online stores for rent.
And those who have real money - they stir up more confused logic on the sites and spend money on SEO, so this is not your client.
In this segment, everything is moving towards automation and a general reduction in sites - and, as a result, to the extinction of the market for developers.
Money remained only in the more expensive segment.

Analyze how your direct competitors, Wix and other website builders are advertised. They basically have the same model.
And yes, do not dump, do not kill the market)

Nobody, only you.
Let's take an example with a company that produces bottles, they have wholesale buyers, but the volume of production has grown and they need to look for new consumers, the first thing that came to their mind was advertising via the Internet. Need a website!
1) Initially, it should be advertising (SEO) -
2) A site with a monthly payment of 2000 rubles - why if they order development and then pay 100 rubles a month for hosting, and in case of embarrassment, there is a familiar programmer Vasya on the site who will fix it.
That is, here too -
3) How do you divide sites into price segments, you can make a site for 1000 and someone the same for 10,000, you should have a rate per hour (adequate, not far-fetched), and from it already approximately count price and discounts.
The fact that the price of your work does not exceed 20000r. this is a plus since you can make a website for 15000. when XXX studio asked for 45000.
