TL-ER6120 and TL-MR6400 how to forward a route?

I've been fighting for 4 weeks now.
1. There is a switch-gateway TL-ER6120 v1.0, it has an external ip-address. Distributes 192.168.1.0 subnet.
2. A TL-MR6400 v.1.0 router is connected to the gateway switch through an unmanaged switch, it has an external ip-address. Distributes 192.168.0.1 subnet.
Unable to forward route.
I prescribe the route:
on the gateway switch 192.168.0.0 - 255.255.255.0 - external ip
on the router 192.168.1.0 - 255.255.255.0 - the external ip
switch and router ping each other and the trace passes.
And computers of two subnets do not see each other.
