Timed out to open the site. What to do?

I welcome everyone!
The last few days, I began to notice a very unpleasant problem.
On a laptop, when you try to access any site, the page first takes a long time to load, and then a message pops up that says that the page response timeout has been exceeded. But after about a minute or two, everything works fine.
And this began to happen very often.
I've tried using different browsers, but the problem persists. But, it's not just in browsers.
When this happens, the wheel spins in Skype and Skype tries to connect to the Internet.
After a minute or two, everything is back to normal.
When I go to the Internet through the phone, there are no problems.
What could be the problem ?

I decided to clear the cache and check for viruses and found this picture.
In general, everything was deleted. Now everything works fine.
