They stole the phone and took away the google account, is it possible to return it?
They stole a recently purchased phone, but the police did not take up the case due to the fact that the cost of the phone did not reach the crime a little and they threw everything off for petty theft, therefore, you can forget about IMEI. And then it turned out that someone was using a Google account from a stolen phone and another left one. We looked at the IP through the account, but on the sites we did not find a clear location, everything was thrown to different parts of our country. Then they changed the password, but did not block the phones. The next day, our password was thrown off and changed. Now no phone, no account, but there must be a way to return the phone, right? Any ideas?

If a second recovery factor was attached to the account, such as an email or a phone number - why not.
I'm more interested in what it means
