Please tell me the best option for my situation.
There is money for WMR, you have to pay about 700-1400 euros to Hetzner. How to do this with minimal commissions and a minimal number of conversions? Provided that there are no Russian bank cards and there is no way to open them.

I know about the linked MasterCard to Webmoney, but there is a limit of 15,000 rubles.

Personally, I pay using QIWI Visa Card. Exchange WMR => Qiwi is not a problem.
