There is a video in a folder on the server. How to put a BLOB link to it to make it look like a stream?

And so that the video seems to be broadcast somewhere in the background,
and if I go at a specific point in time, and then refresh the page and go back in five minutes, I will see different moments of the video allegedly broadcast.
