There is a robot prototype. Where can I find a like-minded person for customizing a wheeled platform for a telepresence system?

1) there is a ready-made wheeled platform (prototype) controlled via a smartphone via LIN Phone.
2) the developer is English-speaking, located in the USA. This slows down the customization process.
3) formed a number of tasks for improvement (speed adjustment, echo suppression, etc.).
4) the team is looking for a like-minded person.
