There are Live usb Linux Tails and Windows 10 on hard, how to make it easier to switch between them?

If I understand correctly, then you have Live usb (namely on a flash drive), and Windows is on hard, then I don’t see the point in “some” bootloader. It will not add convenience, because anyway, you need to reboot. Perhaps it will be a little easier if you put the live usb image on a separate disk partition and install grub, then you will get the absence of the need to insert a USB flash drive. But how much time you spend on setting this up will not be equal to the sum of the lengths of time to insert a USB flash drive. :)
The fastest and most convenient option is, yes, VirtualBox in Windows, as mentioned above.

The best option is to remove Windows.
The second option for coolness is to make a dualboot, i.e. install tails and when booting the PC choose which OS to load in grub
