In general, they cannot. Reverse engineering doesn't give you the full code of the product so that you can improve it and assemble it back.
In private - if you FULLY disassemble the mechanics of the game - then you can then sit down and re-write a NEW game with the SAME mechanics and assets - conditionally "remaster". It's just that no one needs it.
