Hello!
As we know, there are games with poor optimization, which, even after many years, manage to give miserable FPS with powerful hardware.
I wonder: people, having engaged in reverse engineering, cannot fix this matter?
Who needs it or not is a secondary question.

In general, they cannot. Reverse engineering doesn't give you the full code of the product so that you can improve it and assemble it back.
In private - if you FULLY disassemble the mechanics of the game - then you can then sit down and re-write a NEW game with the SAME mechanics and assets - conditionally "remaster". It's just that no one needs it.
