Usually, Skype automatically lowers the volume of local (your) speakers, for two reasons:
1. If this is not done, a whistle (acoustic string) will appear due to the transmission of your voice to your computer through the microphone of your remote interlocutor.
2. The signal of your voice, which returned to you with a delay, is also extinguished to zero (if there is a delay due to a slow communication channel) - this makes an automatic echo filter, it is very effective in Skype.
I admit that if the settings are lost, then these processes begin to affect not only your voice, but also the voice of your interlocutor. It will look like what you described.
What to do with it? Well, play around with the settings, wait for the update, uninstall Skype at the very least (just do it cleanly, and not through the Windows uninstaller, which leaves a lot of undeleted scraps) and install it again, while you can try one of the previous versions.
