The uniqueness of the site / code / text, from the point of view of SEO?

Hello!
I can’t understand Yandex search engine, there is a lot of information about the uniqueness of the site as a whole, but in reality it’s somehow different.
Example 1 domain: santech-uslugi.ru created 2017 January.
Example 2 domain: russanexnik.ru created 2019 August.
Both sites, if you do not take into account contact details and the city, are in theory like darways in their own way.
Both have the same text, design and code.
In fact, in their regions, these sites are not one top in Yandex, they occupy positions closer to 100 lines in Google according to their subject matter.
How is this to be understood at all? .. that is, I copied everything from the top site and it’s normal?

You probably don't read manuals like most people.
Nevermind.
Let's take the Ural region as an example.
If you are in Yekaterinburg and are looking for, say, the "Plumber" site, then if it is in the search engine and there is one with a keyword, then it will be on 1 page.
But it’s worth going, say, to the Far East or to St. Petersburg / Moscow and typing the word plumber, then the site will be in hell ... much shorter.
This is how all search engines work, before everything was one, but then in 2009 the same Google decided to divide everything by maps. When you make a request, Google sees where you are. Determines by IP address and related nodes.
And when you sit in Yekat and type in the search engine Plumber, he will show you first those who are in your area.
