The svchost (netsvcs) process takes up a lot of memory, about a gigabyte. Isn't it fat?
Moreover, this virtual machine is allocated only 1.5 giga of RAM (no more, because the memory on the host is also not rubber, and I still need to put at least one more virtual machine there). There is a Softether VPN server and MSE antivirus on Windows, I doubt that it is so brazenly eating resources, but I have questions about the latter. Also, this process and percent loads by 50%.

The built-in Windows tools do not allow you to find out exactly what is responsible for such problems, because svchost is the process responsible for running Windows services.
Lets dig deeper with a tool called Process Explorer from Microsoft.
Run it, see a list of processes, similar to what is built into the Windows task manager.
Now you can right-click on any of the svchost instances that seems suspicious to you due to the amount of memory gobbled up and select the Properties menu ... In the window that appears, go to the Services tab and see exactly which services are running under this svchost instance. At the same time, Process Explorer shows the description of the service (which is built into Windows).
But when you narrow down your question to a few services (or one), you can look for the ultimate cause of this problem, or simply disable the service if it is not used on this machine.

Try disabling the windows update service, I have it periodically brutally wedges and it devours all the remaining RAM, washing it all down with CPU load
