If we are talking about a specific product model, then you can set a minimum order in its card, and OpenCart will not add less than 100 to the cart. There will be a hundred on the counter for the number of goods, you can add more, and if you try to reduce it, the store will not let you add to the cart.
If a business model is being built (such as wholesale) that the total number of different goods should be at least 100 units, then look for extensions for wholesale trade, they are there and the conditions are regulated there
